Though that may be partly true, the decision still ultimately lies with Ridge.
Ridge Proposes to Brooke

Of course, Brooke happily accepts Ridgeโs proposal. After all, she believes he is her destiny.
Ridge is determined to start a life with Brooke again, so much so that he pushes for a quickie wedding at the office.
